Top Cities Where Artists Thrive: Creative Hubs to Consider

Sir Peter Bazalgette, former chair of Arts Council England, captured the value of the arts succinctly: “Imagine society without the civilizing influence of the arts, and you’ll have to strip out what is most pleasurable in life.”

There is a clear link between the arts, cultural participation and education; studies have also connected artistic activity to broader economic performance. In short, art plays a vital role in society’s wellbeing.

Yet for many artists, creative work does not produce substantial income. According to the U.S. Bureau of Labor Statistics, in May 2021 fine artists—including painters, sculptors and illustrators—earned a mean annual wage of $61,580. As a result, many artists combine creative practice with second jobs and seek communities of like-minded people, which generally draws them toward urban centers.

While metropolises such as New York, Los Angeles, Berlin, Paris and Tokyo are often associated with thriving art scenes, they have become expensive places to live. To help artists find cities that balance cultural vibrancy and affordability, we’ve compiled a list of U.S. and international locations with strong artistic communities and lower living costs.
